The position and competence of the municipality and its relationship to other town authorities is defined by the Act about towns and particular legal regulations. The Act limits the tasks which the municipality fulfils within independent competency and in delegated competency.

Kolín was defined by an Act as a town with authorized municipality and a town with wider competence. The administrative town area as a town with authorized municipality and as a town with expanded competence is defined in the following way: 

The administrative town area as a town with authorized municipality is created by: Bečváry, Břežany I, Býchory, Církvice, Červené Pečky, Dolní Chvatliny, Dománovice, Drahobudice, Grunta, Choťovice, Jestřabí Lhota, Kbel, Kolín, Konárovice, Kořenice, Křečhoř, Libenice, Libodřice, Lošany, Nebovidy, Němčice, Nová Ves I, Ohaře, Ovčáry, Pašinka, Pňov-Předhradí, Polepy, Polní Chrčice, Polní Voděrady, Radovesnice I, Ratboř, Skvrňov, Starý Kolín, Tři Dvory, Velim, Velký Osek, Veltruby, Volárna, Zásmuky, Žehuň.

The administrative town area as a town with expanded competence is created by: Barchovice, Bečváry, Bělušice, Břežany I, Býchory, Cerhenice, Církvice, Červené Pečky, Dobřichov, Dolní Chvatliny, Dománovice, Drahobudice, Grunta, Horní Kruty, Choťovice, Chotutice, Jestřabí Lhota, Kbel, Klášterní Skalice, Kolín, Konárovice, Kořenice, Kouřim, Krakovany, Krychnov, Křečhoř, Libenice, Libodřice, Lipec, Lošany, Malotice, Nebovidy, Němčice, Nová Ves I, Ohaře, Ovčáry, Pašinka, Pečky, Plaňany, Pňov-Předhradí, Polepy, Polní Chrčice, Polní Voděrady, Radim, Radovesnice I, Radovesnice II, Ratboř, Ratenice, Skvrňov, Starý Kolín, Svojšice, Tatce, Toušice, Třebovle, Tři Dvory, Týnec nad Labem, Uhlířská Lhota, Veletov, Velim, Velký Osek, Veltruby, Volárna, Vrbčany, Zalešany, Zásmuky, Žabonosy, Ždánice, Žehuň, Žiželice.

The municipality is formed by the mayor, vice-mayors, the secretary and the employees who belong to this office. The total number of employees of Kolín municipality and of organisational boards is given by the town council (based on the recommendation of the secretary).
